The purpose of this website is to communicate with current and potential customers regarding the ability of the Riptide Team to provide world-class professional support services for all NAVSEA Program Executive Offices, Directorates, Warfare Centers and Field Activities, utilizing the NAVSEA SeaPort Enhanced (SEAPORTe) Contract. Including award term options, the period of performance for SEAPORTe is 1 June 2005 through 31 May 2019.
Additionally, the Riptide Team may provide limited support under this contract to other DOD, non-DOD, or Joint Agencies for work that is integrally related to the product areas and missions of the Warfare Centers.
In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (SEAPORTe) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of SEAPORTe to include all Virtual SYSCOM activities and to leverage the success of SEAPORTe in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other Navy activities, including the Military Sealift Command, Strategic Systems Programs, and the United States Marine Corps have chosen to use SEAPORTe.
The Riptide Software, Inc. led SEAPORTe team consists of an experienced group of companies, that when combined, offers NAVSEA and the Navy Virtual SYSCOM with a broad set of multi-disciplinary capabilities. These capabilities represent the tasks necessary to exceed customer expectations.
The Riptide team will consist of Riptide Software, Inc. as the prime and supported by CAE USA, Inc., Intelligent Decision Systems, Inc. (IDSI) and Metters Industries, Incorporated. All four companies have offices co-located near the Research Park in Orlando, FL. Additionally, due to the “close-knit” relationships within the Modeling, Simulation, and Training Industry, each company already has a familiarity with each other.
Across the board, the Riptide Team has delivered high-quality solutions to operations within the Virtual SYSCOM, in addition to other DoD organizations.
The Riptide Team, made up of multiple organizations, will together provide the Virtual SYSCOM with:
- A complementary team with relevant, high-quality past performance
- A responsive team with the insight to meet the forward-looking needs of the SYSCOM
- A pool of multi-disciplinary, experienced individuals, dedicated to meeting the needs of the Warfighter (40 alone at Riptide, with many more across the team)
- A team of process-oriented organizations, each proactively implementing cost saving initiatives.

Quality Assurance
Riptide Software recognizes that the quality of the services and quality of how those services are provided will have a direct impact on the Virtual SYSCOM's customers. Riptide employs quality measurement and control over both its engineering activities and its management practices. Our Process and Product Quality Assurance Plan addresses the measures needed to monitor and control engineering quality during each phase of development through delivery. There are audit check lists to ensure all appropriate design artifacts are complete for PDR/CDR events. There are peer reviews of design and coding samples to ensure consistent adherence to design/development standards. There are unit/system/regression testing reviews to ensure the product is complete and ready to progress to the next level of integration. There are checks to ensure problems (PTR's) encountered are documented, evaluated by appropriate change control boards, and tracked until incorporation with tracing to Configuration Managed Changes to design artifacts.
Riptide's Process and Product Quality Assurance Plan addresses the measures needed to monitor and control our management practices. Schedule and cost estimates established at award are monitored closely and all deviations are identified and discussed at bi-weekly management meetings and corrective actions are taken as needed. Schedule/cost performance is also reviewed as part of our close out process for lessons learned and along with any cost savings recommendations are considered for immediate application to other efforts.
